Article 7. When light felonies are punishable. —  Light felonies are punishable only when they have been consummated, with the exception of those committed against person or property. (Revised Penal Code)

What are light felonies?

Light felonies are those infractions of law for the commission of which a penalty of arrest menor or a fine not exceeding 200 pesos or both is provided. (Art. 9, RPC)


Examples:

1. slight physical injuries
2. theft
3. alteration of boundary marks
4. malicious mischief
5. intriguing against honor.


When are light felonies punishable?

1.  In general, only when they are consummated.
2.  As an exception, in all stages when committed against persons or property


Who are punishable in light felonies?

The following are criminally liable for light felonies:

1. Principals
2. Accomplices (Art. 16, RPC)

The accessories are not punishable because the penalty for accessories is so minimal: two degrees lower than that of the principal.
